Prime Seafront Site Granted Planning Permission

At their Committee meeting on 11th January, New Forest planners granted planning permission for the erection of four detached luxury homes on the former Hampshire Partnership NHS care home site at Ravenhust, Ravens Way, Milford-on-Sea.

This former home for people with learning difficulties has been vacant for the last three years since the NHS Trust had moved the former residents to other premises in the District more suited to their present day needs.

Granting planning permission for this cliff top site for quality house-builders Pennyfarthing Homes Ltd will enable the existing dilapidated buildings on the site to be demolished to be replaced with four contemporary designed two-storey detached houses that will enjoy spectacular panoramic sea views of Christchurch Bay and the Isle of Wight.

This planning permission comes after an earlier appeal for 13 houses on the site was dismissed by a Government Inspector in November 2010. That scheme was considered to have had adversely affected the setting of the nearby landmark building, ‘The White House’, a grade II listed building. In granting planning permission for the four modern seaside residences New Forest planners were satisfied that the revised proposal would preserve the setting of The White House and would maintain the spacious appearance of this cliff-top location.

The proposal generated a requirement for the provision of two affordable dwellings to be provided. Normally the local authority would seek these to be provided on-site. However Pennyfarthing have offered to provide 3 affordable family homes on one of their other sites at 29 Keyhaven Road in Milford-on-Sea, close to the village shops and facilities. In supporting the proposal the Council’s Housing Development Officer, Javid Ditta, considered that three much needed affordable homes conveniently located close to the village centre was a very generous an attractive offer, especially as no new affordable housing had been built in Millford-on-Sea over the last nine years.

In granting planning permission Councillors congratulated Pennyfarthing Homes for their offer of the additional affordable housing and complimented their architects, Williams Lester, for responding to the earlier appeal decision with such a well designed scheme that not only preserved the setting of the nearby listed building but also had regard to the amenities of neighbouring residents.

The applicants planning consultant, Peter Tanner of Tanner & Tilley, commented,

“Despite the earlier set back of the appeal, our Client, Pennyfarthing Homes have come up with what promises to be an award winning scheme. The approved four bedroom dwellings will have stunning sea views and have been designed to reflect their maritime location. We are very pleased to have helped secure this planning permission, particularly as the provision of the proposal will deliver three affordable family homes that will help to provide for local housing needs”.

After a unanimous Planning Committee decision, Pennyfarthing’s Managing Director, Matt Dukes said, “I am delighted with this planning permission which will allow us to deliver another quality development whilst putting something back into the local community”.
